Diyor is a capital-markets and corporate-finance professional with deep experience across privatizations, M&A, and investment funds. He advises corporates, sponsors, and public-sector stakeholders on equity and debt capital raises, strategic transactions, and complex restructuring, from early-stage valuation and due diligence through execution and closing.

Diyor works closely with Uzbekistan’s capital markets regulator and key market participants, helping foreign issuers, investors, and intermediaries navigate regulatory requirements, support legislative amendments where needed, and establish an effective market presence in Uzbekistan. He is also one of the authors of the Uzbekistan Capital Markets Law.

He has been awarded multiple international scholarships UK Chevening, US Fulbright and the US Edmund S. Muskie Professional Fellowship Program.

Diyor is duly licensed to practice law in Uzbekistan, holds membership in the Uzbekistan Bar Association, member of the Advisory Council on Capital Market Development.

EXPERIENCE

  • Confidential - Energy sector: provided a review of the power sector legislation in Uzbekistan, advised on implementation of the project for the construction of a combined-cycle power plant, drafted the relevant Presidential Decree, obtained relevant licenses and assisted in commissioning the plant
  • Confidential - Infrastructure project: acted as a local counsel in the public procurement project for construction of multidisciplinary hospitals in two regions of Uzbekistan
  • Confidential - Infrastructure project: acted as a local counsel for a PPP transaction (under BOOT arrangement) for modernization and management of the airport in one of the regions of Uzbekistan
  • Confidential - Energy sector: acted as a local counsel in connection with the consideration on possible implementation of renewal energy projects in Uzbekistan
