Diyor is a capital-markets and corporate-finance professional with deep experience across privatizations, M&A, and investment funds. He advises corporates, sponsors, and public-sector stakeholders on equity and debt capital raises, strategic transactions, and complex restructuring, from early-stage valuation and due diligence through execution and closing.

Diyor works closely with Uzbekistan’s capital markets regulator and key market participants, helping foreign issuers, investors, and intermediaries navigate regulatory requirements, support legislative amendments where needed, and establish an effective market presence in Uzbekistan. He is also one of the authors of the Uzbekistan Capital Markets Law.

He has been awarded multiple international scholarships: UK Chevening, US Fulbright and the US Edmund S. Muskie Professional Fellowship Program.

Diyor is duly licensed to practice law in Uzbekistan, holds membership in the Uzbekistan Bar Association, member of the Advisory Council on Capital Market Development.

  • Advised The Bank of New York Mellon on establishing its depository presence in Uzbekistan and on regulatory amendments to enable its operations in connection with an IPO of Uzbekistan National Investment Fund at LSE and TSE (2025-2026)
  • Advised Bank of Georgia on the securities market environment and inclusion in capital markets regulatory sandbox regime in Uzbekistan (2025-2026)
  • Advised Uzbekistan state-owned Navoi Mining and Metallurgical Company on USD 500 mln and 1 bln corporate Eurobond offerings pursuant to Rule 144A/Reg S on the London Stock Exchange (2024 and 2025)
  • Advised the biggest Uzbekistan state-owned oil and gas producer Uzbekneftegaz on US$ 850 mln corporate Eurobond offering pursuant to Rule 144A/Reg S on the London Stock Exchange (2025)
  • Advised Azerbaijan Uzbek Investment Company on an equity swap transaction with Abu Dhabi-based investment funds (2025)
  • Advised Anadolu Isuzu on the privatization of Uzbekistan’s largest commercial vehicle producer, SamAuto (2025)
  • Advised the Ministry of Economy and Finance and the National Agency for Perspective Projects under the President of Uzbekistan on legislative reforms enabling international IPOs and SPOs through the GDR mechanism. Led the team and project, drafting all legislative amendments and proposals. These proposals have been submitted to the Administration of the President of Uzbekistan and are pending transfer to the Parliament of Uzbekistan for consideration
