Jakhongir has notable experience in PPPs, Transportation, Energy and Infrastructure. Over the past 8 years, he has advised on more than a dozen major investment projects, including pioneering public-private partnership (PPP), transportation and independent power projects (IPP), developing strong technical expertise and extensive practical experience across the full lifecycle of complex infrastructure transactions.
Jakhongir’s sector experience spans transportation, renewable energy, healthcare, housing, real estate, education and utilities. Jakhongir advises both private and public sector clients on investment and infrastructure projects, providing comprehensive legal and regulatory due diligence, supporting transaction structuring, liaising with relevant state authorities and regulators, and delivering ongoing legal support throughout project implementation.
Jakhongir is the author of several publications on the PPP regulatory framework under Uzbek law and is recognized by international legal directories as a promising practitioner.

EXPERIENCE
- Advising Uzbek Government on the first toll road project in Uzbekistan for the procurement of toll-fee road from Tashkent to Andijan, the first stage of which covers 102 km expressway (2023-ongoing)
- Advising ADB, as a lead transaction advisor to the Uzbek Government on the PPP project for the construction and operation of a Wastewater Treatment Plant in Namangan, Uzbekistan (winner of the Best Utilities Project award at Partnership Awards 2023)
- Advising IFC, as a lead transaction advisor to the Uzbek Government on the Dialysis PPP Project – the first-ever PPP project in Uzbekistan (the winner of IJGlobal Social Infrastructure Award 2019-2022)
- Advising major Middle Eastern company on a series of investment and PPP projects for the designing, financing, construction, operation, and maintenance of PV power plants with a total capacity of more than 1 GW in Navoi, Jizzakh, Samarkand, and Surkhandarya regions (2020-2025)
- Advising the consortium of international developers in USD 875 ml. investment project for the development, operation and maintenance of a 1.500 MW combined cycle gas-fired (CCGT) power plant in Syrdarya Region, Uzbekistan (2020-2022)
- Advising ADB, as a lead transaction advisor to the Uzbek Government on a 1.36 billion EUR Tashkent District Heating PPP Project, a pathfinder project in utilities sector of Uzbekistan (recognized as one of the best Utilities Project in 2022 by Partnership Awards [www.partnershipsawards.com/results](link))
- Advising Uzbek Government and MDBs in the development, adoption and amendment of numerous legislative acts, including the Law on PPP, the Law on Central Bank of Uzbekistan, the Law on Pledge, Regulation on Mortgage Refinancing Companies No.3219 and several by-laws in the utilities sector
