Madina Hamidova is a legal expert with extensive experience advising on public-private partnership (PPP) projects, foreign investment, regulatory frameworks, and infrastructure transactions in Uzbekistan. She has worked across a wide range of sectors, including mining, oil and gas, renewable energy, healthcare, water, and utilities, with strong expertise in PPP laws, institutional frameworks, and legal due diligence.

She has a proven track record in drafting and negotiating PPP agreements, RFQ and RFP documentation, and advising on project structuring and procurement processes. Madina has supported government entities, lenders and private developers on major PPP and investment projects, including those financed by IFC, EBRD, and ADB.

EXPERIENCE

  • Advising a multilateral development bank on the preparation of a PPP tender and structuring the solid waste management project Tashkent
  • Assisting the Government of Uzbekistan through the EBRD in conducting the bankable feasibility study for Tashkent-Samarkand toll road PPP project, including advising on the issues in the legislation of Uzbekistan related to road projects, land allocation matters and licenses and permits applicable to the Project as well as drafting a legal due diligence report reflecting issues in the relevant legislation and suggesting the mitigation measures
  • Advising a multilateral development bank on the project for the development of general primary and secondary education schools in Tashkent under the PPP modality, assisting in RFQ evaluation and drafting project agreements
  • Advising a foreign investor on the development of a project on the design, construction, operation and maintenance of a new international airport in Tashkent
  • Advised a foreign investor on the initiation and implementation of a solid waste management project with WtE technologies under the PPP modality
  • Assisting the Government of Uzbekistan through the World Bank in the implementation of Tashkent-Andijan toll road project aimed at increasing the communication between the most populated area of Uzbekistan Ferghana valley and creating a transport corridor allowing the transfer of goods from China and Kyrgyzstan trough Uzbekistan further to the westwards
  • Advising a foreign investor on the development of a utility-scale solar PV project in Andijan region of Uzbekistan including preparation of a due diligence report and reviewing the Project Agreements (PPA, IA, LLA, Direct Agreements)
