Zafar is a Partner at our Tashkent office. Prior to joining our team, he used to work for leading international law firm and one of the Big Four auditing firms. By virtue of his management background, he is involved in firm’s project coordination and business development.
He advises domestic and foreign clients on the corporate, regulatory and tax aspects of structuring and organizing for investment in property of all types. He is especially active on non-resident tax and repatriation and currency control matters.

EXPERIENCE
- Advising lenders on the $4.2 bln. project finance transaction for construction and operation of the greenfield Surgil Petrochemical Facilities at Ustyurt Region, including direct investment agreement with Uzbekistan Government with significant deal of tax, customs, payment and other incentives, finance and facility documents, political risk guarantee, and security structure
- Advising a wide range of foreign investors and legal entities operating and investing in Central Asia with projects ranging from small (less than $1 mln.) to large (up to $100 mln.)
- Advising several international companies on extending their whistleblowing policies to Uzbekistan subsidiaries
- Advising a major retail network on legal aspects of distribution schemes and franchising
- Providing clients with legal assistance during incorporation, mergers, acquisitions, reorganizations and dissolutions
- Advising and acting for a Consortium consisting of a major Malaysian governmental corporation and a South-African private corporation on the establishment of a joint venture with Uzbekneftegaz for production of GTL products in Uzbekistan worth $3 bln.
- Advising a major Malaysian national petroleum corporation on upstream petroleum contract (JSA, Exploration Agreements, PSAs) with total investment of $2.5 bln.
